ANGELA HOYOS, MPPA

 

Mrs. Hoyos is the founder and managing partner of EVALU-IT, LLC. She oversees the company’s preparation of research proposals, communications, and reporting activities. She is also in charge of managing the firm’s growth and provides advisory and analytical support to EVALU-IT’s teams. Mrs. Hoyos has extensive experience conducting research on Social Enterprise. She has published articles at the World Bank Policy Working Paper Series and in academic journals, such as Development Policy Review. Mrs. Hoyos holds a Master in Public Policy and Public Administration from Northwestern University and a B.A. in Liberal Studies from Georgetown University.

 

DIEGO ANGEL, Ph.D.

 

Dr. Angel has extensive experience leading experimental research, policy dialogue as well as project design, implementation, and evaluation in the areas of social protection, jobs, and education. He has more than 15 years of experience overseeing research projects around the world. He has published articles in numerous academic and non-academic journals, including the Journal of Economic InequalityJournal of International DevelopmentThe IZA Journal of Labor PolicyEconomics BulletinJournal of Human CapitalDevelopment Policy Review, and Labour Economics; as well as several working papers and books. Dr. Angel holds a Ph.D. in Economics from Georgetown University.

 

MAURICE KUGLER, Ph.D.

 

 

Dr. Kugler is an economist with research expertise on education, labor economics, international development, productivity growth, and policy evaluation. He has been the principal investigator of research projects supported by the U.S. Small Business Administration and the U.S. Department of Labor. Dr. Kugler was Head of Research of the Human Development Report, the United Nations’ annual flagship publication on international development. Additionally, Dr. Kugler has been a visiting Professor of Public Policy at the Kennedy School of Government and a Research Fellow at the Growth Lab of the Center for International Development in Harvard University. He has published several papers in the NBER Working Paper Series and in top academic journals, such as American Economic ReviewThe Review of Economics and StatisticsJournal of Public EconomicsJournal of Economic Policy ReformEconomic Letters, and Journal of Development Economics. Dr. Kugler has a Ph.D. in Economics from the University of California at Berkeley and a M.S. in Economics from the London School of Economics and Political Science.

 

OLEKSIY IVASCHENKO, Ph.D.

 

 

Dr. Ivaschenko has robust research design, applied econometrics, and technical skills for the analysis and interpretation of both macro and micro data, which have been applied to numerous countries and economic settings. He has conducted research design and econometric analysis in several topics, such as poverty and inequality, health, social assistance, and assessing the effectiveness of social and employment programs. Dr. Ivaschenko has extensive experience leading policy dialogue with Governments and International Organizations. He has published articles in numerous academic and non-academic journals, including World Medical and Health PolicyJournal of Policy Modeling, and Journal of Comparative Economics. Dr. Ivaschenko holds a Ph.D. in Economics from Cornell University and an M.B.A from the University of Central England.

 

RENE LEON, MPP

 

 

Mr. Leon is a Senior Social Protection Specialist with expertise on youth, skills, and labor policy. He has authored various journal articles and reports on employment services and active labor market programs. Mr. Leon has extensive experience designing and overseeing policy reforms and investment projects and grants. He holds a M.P.P from the John F. Kennedy School of Government at Harvard University.

 

BERNARDO MESA, CFA, MBA, M.S.

 

 

Mr. Mesa is a Data Scientist / Big Data expert with extensive experience working with complex relational databases and conducting statistical analysis on large datasets in local and cloud-based environments. More recently he has been working with machine learning and artificial intelligence techniques to extract insights from large datasets. He is proficient in several statistical packages including SPSS, STATA, and PHYTON. Mr. Mesa holds an M.B.A. from Carnegie Mellon University, a M.S. in Computational Finance from Carnegie Mellon University, and a M.S. in Electrical Engineering from Purdue University.
